Meet David

Born and raised in Broward County, David “Dave” Howard has spent a lifetime in frontline law enforcement, working to make Palm Beach and Broward’s communities safer and more secure.


David has spent 31 years doing the hard work of policing: solving crimes, getting to know communities, helping people get through the worst days of their lives, working to make people feel safe in their homes and their neighborhoods. He’s worked non-stop to make the communities he’s served safer, to prevent crimes before they happen, and to make sure that victims and their families get access to the help they need.


He’s served in the full range of police service – from serving as a shift supervisor and directing dozens of police on duty; to developing policy best practices for police departments, to maximizing the resources his police department received from state and other sources, to serving as a police diver and supervising the police dive team.  He also assessed dozens of police departments across the country as an assessor for both national and state accreditation bodies.  


In 2020, David was asked to build, from scratch, a police department for Pembroke Park, which he did on-time and under-budget, garnering more than $1.7M in grants, and recruiting a force of nearly two dozen officers according to modern best practices of transparency and accountability. His work improved public safety – less crime, better community satisfaction, and a significant increase in clearance rates.


David Howard joined the Air Force shortly after high school, spending 30+ years in the Air Force and Air Force Reserves, a service that includes responsibility for the  administration, pay, morale and welfare of more than 1250 personnel.


Now he’s running for Sheriff to make every community in Broward safer. As Sheriff, he’ll take on the mess in Broward County and build a safer county, one where our Sheriff actually works to make sure kids are safe in their own yards, our seniors feel safe in their homes again, while we reduce violent crime and gang activity.


David has four children, including one joining the police ranks.

He believes we need to continually invest in up-to-date technology, tools, and training for Broward’s officers to meet the evolving challenges of law enforcement and that every single officer should have the tools they need to do the job, and the best possible training on how to use them. By embracing innovation, David believes we can increase our effectiveness in protecting our communities while optimizing our limited resources.


David will work to address the twin crises of mental health and opioid abuse which are serious issues in our county and across the nation. Our society and our state are asking law enforcement and first responders to be the last line of defense on the problems that politicians have been unable to solve. Too often, individuals in distress end up in our detention facilities or homeless instead of receiving the help they need. As Sheriff, David will advocate for a comprehensive approach to mental health that includes public and private partnerships with healthcare providers, crisis intervention training for officers, and David will champion changes to the Baker Act to enhance mental health treatment options for inmates.


As its first Chief, David helped Pembroke Park create a police force from scratch, ahead of schedule and on-budget, and he knows the pitfalls of when a community believes its police force should be an instrument of politics instead of public safety.
